- Supported increasing the Minimum Wage
- Supported increased Infrastructure Spending (served on the Capital Infrastructure Committee) to create new jobs and attract new companies
- Sponsored the Green Energy Fund to create jobs and protect the environment
- Cosponsored legislation to prohibit discrimination based on Sexual Orientation or Gender Identity
- Cosponsored legislation to create Civil Unions
- Cosponsored legislation for Marriage Equality and was the 21st, and passing vote for this legislation in the House.
- Sponsored legislation to Increase the Renewable Portfolio Standards, requiring utilities to get more of their energy from Renewable sources
- Sponsored Net metering
- Cosponsored Delaware’s first Recycling Bill
- Supported legislation for protections for residents in manufactured housing communities
- Voted for the FOIA bill, increasing transparency in government, and for the University of Delaware and Delaware State to be more transparent in their use of state funds.
- Worked to expand voter rights and drafted legislation to create no-excuse absentee voting and to expand campaign finance reporting and enforcement of violations.
- Dennis’ first bill limited access of children to tanning salons, in response to and working with the family of a young woman who died from skin cancer as a result of using these facilities at an early age. The follow-up bill that then banned access completely for anyone under 18.
- Drafted legislation, with the input of a wide range of stakeholders, to improve the law dealing with dangerous dogs, in response to dog attacking a small child in the district.
- Led the fight to kill the sale of the Port of Wilmington to Kinder Morgan, something that would have resulted in massive job losses at the Port. While some people would have profited from that deal, that list did not include the state, port employees, or surrounding businesses. Preventing this sale saved thousands of good paying jobs.
